History of Headquarters

The former name of our headquarters in 1949 was Special Police Corps of Taiwan Provincial Police Administration. It had been changed the name to be Directing Police Corps of Taiwan Provincial Police Administration in 1959. then. On Jan 1, 1980, the corps was up-graded to be administered by National Police Agency of Ministry of the Interior. Its responsibility is the security maintenance of President and Vice President of our country, constitutional units of central government, foreign embassies and consulates with their directors'residences and high-ranking officers'offices with residences.

Organizational System

1. In head office, we have general Commander, Deputy General Commander and Chief Secretary. Under them, there are operations, supervision and logistics sections, with secretary, public security, personnel, accounting, information management offices, and a Duty Command Center. All of them are sub units of our base.
2. The field agencies of our corps are 2 corps and 2 brigades. These four agencies of which duties are:
   • The first Corps of which duty is to undertake the security responsibility of Executive Yuan, Legislative Yuan, Joint Central Government Office Building, National Police Agency, Atomic Energy Council of Executive Yuan and Institute of Nuclear Energy Research.
   • The Second Corps of which duty is to undertake the security responsibility of foreign embassies and consulates, ambassadors'residences, important foreign institutes of which offices and directors'residences, and high- ranking officers'offices and residences.
   • The First Brigade of which duty is to undertake the security responsibility of President and Vice President of our country, with their families, former Presidents and former Vice Presidents.
   • The Second Brigade of which duty is to undertake the security responsibility of the officers whose ranks are equal or greater than ministers of central government and some people designated to protect.

Briefing of Jobs

1. Ordinary Jobs
   • According to the character of social security and feature of every corps & brigade to set up security plans separately to be the dependence of performing duties. Meanwhile, by this way, we may exert the police forces and equipment that we have at present to erect the command and control system, perform the function of whole duty, and reach the goal of request for to be absolutely safe.
   • Strictly to supervise the duties and perform it by several levels. Except supervising the field agencies by General Commander, Deputy General Commander and Chief Secretary, inspectors of the Supervision Section are also dispatched to supervise duties and internal affairs by appointing to each sector. Moreover, directors of sections and officers of our base are dispatched to supervise the duties too. Besides, commander, deputy commander and inspectors of each corps and brigade supervise the duty performed by company. (as to the brigade, the inspecting unit is group).
     Commanders of companies (as to the brigade, the commander will be chief of group) are responsible to supervise the lowest level of duties. They supervise the post directly. By this way, we have five levels multiple supervising networks. So we can perform our supervising duty very well in order to carry out our duties perfectly to reach the goal of security.
   • Strictly to maintain Police discipline and tighten internal affairs.
     A. Strictly to examine policemen ordinarily, and evaluate their behavior. As to the men who are apt to be against the discipline, choosing the outstanding policemen to instruct them, in order to make them revived.
     B. To investigate the illegal matters and cleanse unsuitable policemen.
   • The Second Brigade of which duty is to undertake the security responsibility of the officers whose ranks are equal or greater than ministers of central government and some people designated to protect.
2. Emphasizing Jobs
   • Maintaining the security of center leaders of our government, high-ranking officers of central government and designated officers tightly. The First Brigade undertakes the above duty. It is also supervised and trained by National Security Bureau. When it performs its jobs, it must match with the above NSB. For so many years, it has done its jobs and has matched with NSB very well.
   • The Second Brigade undertakes the security of the officers whose ranks are equal or greater than minister of central government and some people designated to protect. It carries out its duty by depending on the Regulations of the Procedure of Performing Security of Premier and the Rule of Security Operation for High-ranking Officers of Central Government and Designated People.
   • To maintain the security of Executive Yuan. Executive Yuan is the highest administrative unit of our country. People usually appeal and petition for something at there. So we have set up a plan named the Plan for Performing the Security of Executive Yuan Area, in order to ensure the security and peace there.
   • To maintain the security of Legislative Yuan with meeting area. Legislative Yuan is the highest unit of people’s willing and the place where the people appeal and petition from time to time. So it is the focus of every community. For preserving the security of Legislative Yuan and lawmakers with sustaining the order of meeting site, we set up a Union Commanding Center combining Secretariat of Legislative Yuan, National Police Agency, Special Police Sixth Headquarters, and the Jung-jeng First Precinct of Taipei Municipal Police Bureau. Besides, we carry out our duty by fallowing the Rule for Performing Security at Legislative Yuan set up by that yuan to ensure the order of meeting site, to prevent any harmful event and to protect the security of lawmakers.
   • To maintain the security of Central Union Offices Building. The Central Union Offices Building is a very important constitutional unit of central government. Our duty is to maintain the security of north and south towers of that building with security of ministers and high-ranking officers there. Through performing our duty, we spy and survey the suspected men, things, and stuffs, in order to prevent gangsters to undermine or attack. By this way, we can ensure the security of that building.
   • To maintain the security of National Police Agency. National Police Agency is the highest police-commanding unit. For sustaining the security there, we enhance the gate examination ordinarily to prevent gangsters to undermine or attack. By this way, we can ensure the security of that agency.
   • To maintain the security of foreign embassies, consulates, Institutes and high-ranking officers of which offices and residences. Our Second Corps undertakes the security of the above places. Because its job sites are suffused over Taipei City and divided widely, that causes the mobile back-up force to be controlled hardly. Once some accident happens, it will be a hazard for post police and back-up force to handle. For eradicating this problem, except to enhance the reacting power of the post police and communication, we also coordinate the local police to back up immediately.
   • For matching the social improving, sustaining the security of designated men, units (including the Institute for Nuclear Power Research), residences, and foreign embassies with consulates, moreover, according to the plan of Executive Yuan for reproducing government and forming electronic government, We had set up a plan for filling with hard ware and soft ware of computer devices which was ratified by Executive Yuan already. So we are positively to set up our Internet System, in order to reach the goal of computerizing. Meanwhile, we set up every kind of electronic bulletin, e-mail box…. etc, except to enhance our service to people, it also can be used to promote the communication of the policeman in our community.

Conclusion

Our headquarters of which designated duty is to protect President, Vice President, five prime ministers of Yuans, ministers and personnel of foreign embassies and consulates etc. It is a very important role. The success and failure of our duty will affect the basic security of our country. Owing to the request for sustaining security is absolutely safe, and because the scientific technique has been improved so much, therefore to reach our goal of request to be absolutely safe is harder than before. I wish every one of our headquarters be able to understand this situation and work harder to reach the goal of our duty.
